Any wax for furniture or cutting boards is suitable for this: Howard, Minwax, Walrus, etc.
Traces of cigar ash can be gently removed with a slightly damp paper towel.
If you apply wax regularly, you can sometimes rinse the ashtray with water, turn it upside down, let the water drain, and then blot it dry with a paper towel.
